  1. Cook elbow macaroni as per pkg directions.
  2. Preheat oven to 350°.
  3. In,a small bowl combine flour, garlic powder, dry mustard, salt and pepper.
  4. In a large Dutch oven, melt butter and saute onions.
  5. Stir in flour mixture.
  6. Gradually add about 1 cup of the milk, stir until flour mixture is smooth.
  7. Stir in rest of milk.
  8. Stir constantly over medium heat, until sauce thickens.
  9. Add cheese, stir until cheese melts.
  10. Add macaroni to cheese sauce.
  11. Spoon into 2 greased 2-quart baking dishes.
  12. Bake for 30 minutes.
  13. Add remaining cheese after 30 minutes and broil for 5-10 minutes until cheese is melted and crisps.
